I’ve had to give proper jobs to pretty much all of the Sims I don’t want to fill NPC jobs so they’ll no longer be shuffled through. Note that all the Civic Policy traits can be enabled by shift-clicking on the community board and selecting “Instant Enact Neighborhood Action Plan.” It will add the relevant traits to the Sims who live in that neighborhood. I haven’t tested these, just pulled them.
